At the 13th National Congress of the Communist Party of China (CPC), held from Oct 25 to Nov 1, 1987, the report “Advancing along the Road of Socialism with Chinese Characteristics” was passed, systematically expounding on the theory of the primary stage of socialism and the basic line of the Party at this stage, and setting forth a "three-step" economic development strategy in order to realize modernization by the middle of the 21st century.

1987年10月25日—11月1日，中國共產黨第十三次全國代表大會舉行。大會通過的報告《沿着有中國特色的社會主義道路前進》，闡述了社會主義初級階段理論，提出了黨在社會主義初級階段的基本路線，制定了到21世紀中葉分三步走、實現現代化的發展戰略。
