The 17th National Congress of the Communist Party of China (CPC), convened from Oct 15 to 21, 2007, passed a resolution on the amendments to the Party Constitution, which enshrined the scientific outlook on development. Also at this congress, ecological civilization was put forward for the first time as a new requirement for China to build a moderately prosperous society in all respects.

2007年10月15日－21日，中國共產黨第十七次全國代表大會舉行。大會透過《中國共產黨章程（修正案）》，把科學發展觀寫入黨章。大會第一次把建設生態文明作為實現全面建設小康社會奮鬥目標的新要求提出來。
